how do you figure out which properties make the most money for the lowest sale price?

Lots of variables to consider! A low list price property might not make for a good rental. Just like strong lease financials don't always support a high list price. It also depends on the rental management, their services, fees, etc. Sometimes just simply switching to a lower split, more aggressive leasing agent will turn around a low producing property into a high income earner.
